Rather than mods, a few ways I've seen servers manage players is to have "support" accounts, these players have no real powers, but are specifically around for the purpose of assisting other players. It's simply a nametag, but it shows players who would be more likely to assist them. Perhaps there can be a ::call command that players can use to send a yell message the same way that ::rolldice does, this could alert any supports on to assist them.
Examples of the use: Perhaps a player needs help getting certain items, like boss or barrows armours. The support would kill bosses with them or take one half of the pest control portals.
Moderators are usually used to keep a presence of surveillance and power, supports would be more approachable by players.
